1. Background
Since
the adoption of the “Regional Initiative Against the Illegal
Exploitation of Natural Resources” (RINR) through the Lusaka Declaration
of Heads of State and Government in December 2010, the Executive
Secretariat of the International Conference on the Great Lakes Region
(ICGLR) has become the platform for dialogue in the development of
regional strategies and has provided technical support to accompany the
implementation process of the RINR at national level in Member States.
Furthermore, the ICGLR Conference Secretariat is mandated to monitor the
progress of implementation of the six tools of the RINR and assume the
control role to ensure the credibility of the Initiative.
The
six tools of the RINR adopted by ICGLR Heads of State and Government to
implement the Protocol on the Fight against Illegal Exploitation of
Natural Resources include, (1) Regional Certification Mechanism, (2)
Harmonization of National Legislations, (3) Regional Database on Mineral
Flows, (4) Formalization of the Artisanal Mining Sector,(5) Extractive
Industries Transparency Initiative (EITI) and (6) Whistleblowing
Mechanism .
To
fast-track the implementation of the six tools of the RINR, a Technical
Unit on Natural Resources was established at the ICGLR Executive
Secretariat based in Bujumbura, Burundi.

Introduction
The
International Conference of the Great Lakes Region (ICGLR) is an
intergovernmental organization of 12 Central African governments. Its
members include Angola, Burundi, the Central African Republic, the
Republic of Congo, the Democratic Republic of the Congo, Kenya, Rwanda,
Sudan, South Sudan, Tanzania, Uganda, and Zambia. The Conference
Secretariat is located in Bujumbura, Burundi.
The
ICGLR is charged with implementing the Regional Initiative on Fight
against the Illegal Exploitation of Natural Resources (RINR). The RINR
consists of 6 Tools. One of these tools is the Regional Certification
Mechanism (RCM), which applies to flows of four designated minerals –
tin, tungsten, tantalum and gold – within and from the countries of the
ICGLR. A second tool is the Regional Database of Mineral Flows
(Regional Database), which is to be integrated into the RCM.The
standards and procedures of the RCM are described in the ICGLR Regional
Certification Mechanism (RCM) — Certification Manual and ICGLR Regional
Certification Mechanism (RCM) — Appendices. PDFs of these documents

IMPACT
is a Canadian non-governmental organization which is working in a
technical support role to the Conference Secretariat and Member States
to aid in the development of certain elements of the RCM, including the
development of a Regional Database.
In
the framework of a Memorandum of Understanding (MoU) signed on 17th
April 2014, IMPACT and the ICGLR Secretariat are seeking a contractor
to deliver the Regional Database of Mineral Flows for the ICGLR Regional
Certification Mechanism based on the requirements established.
Bidder instructions
- All bidders must follow these guidelines/requirements when preparing and submitting their proposal.
- ICGLR
requires all competing companies responding to this RFP to follow the
specific Regional Database Scoring Criteria approach (section 8) in
order to allow for equitable assessment of proposal/recommendations by
ICGLR and IMPACT.
- Late
proposals will not be accepted. Late proposals will not be opened or
