Job description
Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. Placing women’s rights at the centre of its efforts, UN Women is mandated to lead and coordinate United Nations’ system efforts to ensure that commitments on gender equality and gender mainstreaming are translated into action. It is also mandated to provide strong and coherent leadership in support of Member States’ priorities and efforts, building effective partnerships with civil society and other relevant actors.
Gender equality and women’s empowerment is a UN mandate, a GoT goal, and a programming principle for development assistance within the UNDAP II (2017-2020). The UN Women Tanzania Country Programme is part of the United Nations Delivering as One and included as part of the UN Development Assistance Programme, (UNDAP) II (2016-2021) Outcome area Democratic Governance, Human Rights and Gender Equality “National governance is more effective, transparent, accountable and inclusive”, the UN Women Tanzania, Country Strategic Framework 2017-2021, CEDAW, SDGs and other regional commitments. As a step towards implementing partnership between LGAs on increased financing for gender equality UN Women intends to enhance the technical and operational capacities of relevant government ministries, department and agencies in Tanzania, on systematically integrating gender- relevant considerations into the diagnosis, planning, budgeting, implementation, monitoring and performance evaluation in the selected LGAs. This is directly in line with Tanzania Five Year Development Plan II (FYDP II 2016- 2016-2021) objectives viii and xi “ to emphasize the role of local actors in planning and
implementation; and to assimilate global and regional solidarity agreements, specifically
SDGs with the aim of mainstreaming them into the national development planning and
implementation frameworks” . Gender responsive planning and budgeting is central for the achievement of SGDs goal 5” Achieve Gender Equality and Empower all Women”
UN women partnership with KOICA and UNESCO, aim to strengthen LGAs capacities and accountability on GEWE in Sengerema, Kasulu, Ngorongoro in Mainland and Mkoani in Pemba to develop gender responsive plans and allocating resources with a focus on water and sanitation. This intervention forms part of the UN Women and UNFPA global Joint Programme on “Empowering Adolescent Girls and Young Women through Education”. It is also aligned with KOICA’s Better Life for Girls’ Initiative to support better life for girls through provision of health and education.
Justification
Financing new and existing commitments on gender equality is central to implementing and achieving all sustainable development goals including all successive international and regional agreements and policies on GEWE. UN Women spearheaded Gender Responsive Budgeting (GRB) links gender equality commitments with planning, budgeting, monitoring and evaluation systems; through providing technical support and capacity development of national and sub national partners tasked with planning and budgeting (ministries of finance, planning, line ministries &LGAs), including national women’s machineries, as well as civil society and parliamentarians’ role to ensure adequate funding and actions in favor of gender equality and women’s empowerment.
Financing water and sanitation infrastructure for schools provides and enabling environment for educational attainment of adolescent girls and young women and unlock the persistent political, social and economic inequalities; enable them to achieve their full potential; enjoy their right to education and achieve gender equality and empowerment of women.
LGAs have key responsibilities in preparing and developing of short, medium and long term LGAs development plans, and programming those plans for the government and following up and monitoring projects. The approach to build transformed governance structures and mechanisms that are more responsive to empowering the adolescent girls and young women require to conduct a GRB needs assessment to identify the existing situation in those districts and identify remedies to strengthen capacity, coordination and cooperation to facilitate formulation of gender-responsive policies, legislations and budgets that would enable developing girls and young women friendly education environment.
In this context, UN Women seeks the services of a qualified, experienced gender expert /consultant to undertake a GRB capacity needs assessment and GRB training for LGAs actors. The GRB needs assessment will involve a mission to the four districts, desk review and selected individual and focus group interviews. This will be followed by a tailor-made training/capacity development aimed at building awareness and practical skills for Gender Responsive Planning and Budgeting on water and sanitation in Sengerema, Kasulu, Ngorongoro and Mkoani in Pemba
Development Objective
The development objective underlying the proposed training is to strengthen capacity of officials from LGAs, line ministries and gender machineries) involved in planning, budgeting and financial management systems on Gender Responsive Budgeting to enable strategic budget allocations for gender equality in LGAs.
Immediate Objectives
  • To ehhance the understang of policy makers at LGAs levels on the concept of Gender Responsive Budgeting (GRB)
  • To strengthen the capacity of policy planning and budgeting officials from Sengerema, Kasulu, Ngorongoro in Mainland and Mkoani LGAs in Pemba in developing gender responsive plans and budgets and a performance framework that contributes to tracking of commitment implementation and resource allocations.
  • Build capacity of policy makers, planners and budget officials from Sengerema, Kasulu, Ngorongoro in Mainland and Mkoani LGAs in Pemba to identify priority interventions in LGA planning on water and sanitation as a gateway to ensure adolescent girls and young women friendly hygiene infrastructure and provision of clean water in schools
  • To identify opportunities to mainstream GEWE and undertake GRB in line with existing LGAs guiding framework used by districts in planning, budgeting, implementing and monitoring with a gender lens.
  • To develop an action plan that will assist in follow up support and monitoring.
Associate Consultant
The associate consultant will be a local gender responsive planning and budgeting expert with experience in consultative processes with the government preferably in Tanzania. He/she will work closely with the Lead Consultant in the execution of the consultancy regarding the immediate objectives and activities above including producing reports against these specific objectives.
The associate consultant must demonstrate previous experience in carrying out gender responsible budgeting training, facilitation of LGAs processes with a focus on the GEWE and excellent communication and report writing skills.
Duties and Responsibilities
In consultation with Lead Consultant the Associate Consultant is responsible for the following:
  • Design, develop methodology /plan and undertake a GRB Needs Assessment (including to establishing baselines) in four selected districts in terms of capacity development, coordination mechanisms, review of planning tools and processes.
  • Undertake a literature review of Gender Responsive Budgeting in Tanzania including initiatives at the national and LGAs levels with specific focus on water sanitation and hygiene infrastructure in schools (opportunities, challenges and good practices);
  • Conduct field visit in the four LGAs and conduct participatory reviews and consultations with key actors.
  • Develop a draft needs assessment report that should include recommendations on policy, legislative, institutional mechanisms, tools and capacity for a gender responsive budgeting and equitable developmental processes in LGAs.
  • Present a draft report in English for validation at the GRB capacity development training to be held in January 2018.
  • Design and develop GRB training programme and modules based on GRB needs assessment and draft GRB Manual. The training modules should be focused on the following areas: Gender analysis and mainstreaming, gender responsive planning and monitoring of water sanitation and hygiene infrastructure in the four districts.
  • Deliver the GRB capacity development training to 30 participants from the four LGAs.
  • Develop a follow up action plan for monitoring and training report with documented experience and lessons learnt from participants on Gender Responsive Budgeting in LGAS.
  • Present draft GRB capacity assessment and training report for review and feedback from UN Women.
  • Finalize the reports on GRB needs assessment; the capacity development training and action plans for the four districts based on feedback from UN Women.
  • Deliverables
    In consultation with Lead Consultant the Associate Consultant will deliver on the following:
  • Inception report on the understanding of the assignment and delivery methodology / approach and workplan to UN Women and incorporate UN Women feedback into the Inception Report prior to Needs Assessment
  • A Draft GRB Capacity Assessment report in English presented for validation at the GRB Capacity Development;
  • GRB Training programme, modules and reference materials (with a focus on water sanitation and hygiene infrastructure in schools)
  • Final GRB capacity assessment; training reports and action plans for the four districts incorporating UN Women feedback in both soft and hard copies;
  • Submission of a final report incorporating UN Women’s feedback along with copies of all finalized training materials in English and Swahili. The report and training materials will be provided in both soft copy and one hard copy.

    Experience
    • At least ten years of experience in training and facilitation of development planning and budgeting with at least five in women's rights, gender equality and Gender Responsive Budgeting (GRB)
    • Experience in project/programme development/planning, monitoring and reporting essential.
    • Experience in working with multiple stakeholders (government, civil society/NGOs and development partners) on advocacy/communications on gender and development, gender mainstreaming and the empowerment of women essential.
    • Previous work experience working with MDAs and LGAs including with National Women’s Machineries desirable.
    • Familiarity with UN Women and its mandate and strategic priorities a strong advantage.
    Language
    • Fluent in English.
