Responsibilities
PATH is seeking a Director of Finance and Administration for USAID’s Tanzania Malaria Surveillance and Monitoring (TMSM) Cooperative Agreement. The Director of Finance and Administration, will provide oversight, and be responsible for the following key activities:
  • Oversee project operations including human resources, logistics, procurement, grants and accounting/finance.
  • Establish financial systems and policies for the project that are compliant with USAID requirements and PATH's standard financial practices.
  • Contribute to the development of annual work plans and develop annual and monthly project budgets.
  • Advise project staff on USAID requirements and provide training on financial management, record keeping, operational systems, and policies as needed.
  • Develop and monitor budgets for the project.
  • Analyze project expenses, including partner financial reports, on a monthly and quarterly basis.
  • Prepare monthly invoices and quarterly financial reports, including projections and forecasting.
  • Coordinate input for the annual budgeting process with the Chief of Party and partners.
  • Ensure preparation and submission of complete and accurate financial reports and cash requests to PATH HQ and USAID.
  • Maintain effective linkages between technical components, grants and finance and administrative functions within the project.
  • Maintain project accounts in accordance with PATH policy and prepare all documentation for accounting and audits.
  • Ensure project expenditures are in accordance with the approved budget and USAID policies
  • Develop and manage project budget and pipeline to ensure the project operates within the approved obligation and budget
  • Monitor monthly financial performance in relation to budgets and forecasts, obligated funds, commitments, and advances to subcontractors and
  • Provide detailed analysis of costs, budgets, contract, and funding agency requirements as needed.
  • Manage projects supply chain and logistics including purchasing and maintaining vehicles and other equipment as necessary.
Required Skills
Required Experience
  • Masters’ Degree in Finance or a relevant accounting degree from a recognized university or equivalent.
  • Certified Public Accountant
  • Demonstrated experience in managing and supervising a team.
  • An outstanding interpersonal skills and eager to work in a multicultural organization.
  • Seven years’ experience in financial management of U.S. assistance programs of similar size, complexity and setting.
  • Expertise in U.S. government cost principles, rules and regulations and applying these in program decision-making.
  • Demonstrated experience in supporting and working with program technical staff to ensure resources are used efficiently and to accurately account for expenditures.
  • Demonstrated experience in managing sub-grants including risk assessment and working with host government entities as grantees.
  • Ability to communicate effectively in English, both verbally and in writing.
  • Exceptional computer skills, particularly in Microsoft Excel, and experience using commercially available accounting software programs.
  • Excellent record of accurate and on-time reporting to donor agencies.
Must have legal authorization to work in Tanzania.
