Summary
This position is responsible for overall contract fulfilment of a large credential and security solution for HID. This individual will work closely with and manage the relationship between our customer, our local partner), and all third party contractors. Equally importantly, the selected individual will be responsible to recognising and communicating any opportunities for add-on business and extension to scope of the Program.
Duties and Responsibilities include the following. Other duties may be assigned.
Will be the primary point of contact in-country for assigned projects and be responsible for coordinating all customer response in cooperation with the sales lead
Will be the local “eyes and ears” of the Project Director, who is based overseas and in a different time zone
Manage customer expectations and relationship. This will assist and aid in the development of long-term relationships and additional project farming opportunities
Elicit requirements using interviews, document analysis, requirements workshops, storyboards, site visits, business process descriptions, use cases, task and workflow analysis, and/or general customer viewpoints
Decompose high-level business and user requirements into functional and quality requirements, specified in an appropriate level of detail suitable for use by those who must base their work on the requirements
Represent requirements using alternative views, such as analysis models (diagrams), prototypes, or scenarios, where appropriate
Lead requirements analysis and verification, ensuring that requirement statements are complete, consistent, concise, comprehensible, traceable, feasible, unambiguous, and verifiable, and that they conform to standards
Interface directly with the HID CID solutions development team to validate or revise the high level solution designs based on customer interaction
Provide technical input, component and subsystem recommendations, and pricing as required to the CID bid management team in support of a final RFP bid response or direct award pricing proposal
Lead and participate in regular program status reviews meetings with management
For any assigned project, this individual will be expected to maintain an issue and action item log, project change request register, up-to-date deliverable lists, and corrective action plan to ensure customer satisfaction and good internal communication
Will coordinate and support the delivery of final acceptance plans, training programs, final hand-off to local technical support teams, and follow on technical support. This may be the customer staff, government contractors, or HID support personnel depending on the project requirements
Perform other reasonably related duties as assigned by immediate supervisor and other management as required
Be on hand to assist with visits of project and other related HID staff and management while on site. This will include logistical arrangements, arranging meetings and other assistance as required
Always be vigilant for signs of any risk to project timelines, budgets, deliverables or political impact, and report these, and any proposed mitigations, as soon as possible. Be prepared to escalate early and to anticipate issues.
Qualifications

Education and/or Experience
- Undergraduate college degree or equivalent
- Minimum 8 to 10 years’ experience in project management. Government experience essential. Government related eID or ePassport experience favorable
- Ability to demonstrate an understanding in ISO standards as it relates to Passport and Card technologies
- Ability to demonstrate good knowledge in physical security features as it pertains to eID and Passports
- Ability to demonstrate good knowledge in personalizable security features as it pertains to eID and Passports
- Ability to demonstrate good knowledge in biometric enrollment, adjudication process, card management, and identification management systems
- Project management professional certification (PMP) is a requirement. Other project management certifications such as: CAPM or PgMP are a plus
- Interviewing skills, to talk with individuals and groups about their needs and ask the right questions to surface essential requirements information
- Listening skills, to understand what people say and to detect what they might be hesitant to say
- Analytical skills, to critically evaluate the information gathered from multiple sources, reconcile conflicts, decompose high-level information into details, abstract up from low-level information to a more general understanding, distinguish presented user requests from the underlying true needs, and distinguish solution ideas from requirements
- Facilitation Skills, To Lead Requirements Elicitation Workshops
- Observational skills, to validate data obtained via other techniques and expose new areas for elicitation
- Interpersonal skills, to help negotiate priorities and to resolve conflicts among project stakeholders (such as customers, product management, and engineering)
- Modeling skills, to represent requirements information in graphical forms that augment textual representations in natural language, including using modeling languages already established in the development organization
Language Skills
- Ability to effectively communicate in English verbally and in writing.
- Ability to effectively communicate in Swahili verbally and in writing favorable
- Ability to read and interpret technical journals, specifications, international technical standards, etc.
- Additional verbal and written languages (Portuguese, French, Arabic or Spanish) is a plus
Computer skills
- Proficient in all standard MS Office applications (Word, Excel, PowerPoint, etc.)
- Proficient in MS Project and MS Visio
- Experience in Oracle and Agile is a plus
- Proven experience to other Top Tier project management and collaboration software is a plus
- Good computer hardware/software installation and configuration

Employee works primarily in an office environment, with in a well-ventilated area, and is exposed to moderate noise levels
Employee may be required to lift up to 25 lbs.
Travel and fieldwork including international travel mandatory, therefore employee must possess or can acquire a valid Passport
Must be legally eligible to travel the United States and Europe for meetings etc (no prior barring or other impediment)
Must be able to meet all requirements to obtain government Security Clearances as required.
