Cardno International Development is seeking a Public Health Specialist for a project in Dar es Salaam, Tanzania. This position will support programmatic and monitoring and evaluation activities under the mHealth Tanzania Public-Private Partnership. This is a Public-Private Partnership in PEPFAR Countries project (P4) position based in Dar es Salaam, Tanzania
The Public Health Specialist will lead and support strategies and programs to accelerate public-private partnerships on the mHealth Tanzania Public-Private Partnership. The Public Health Specialist will ensure all new PPP project activities are aligned with PEPFAR and CDC goals, indicators and policy guidelines. S/he will be responsible for aligning partner interests and goals (shared values) with mHealth Tanzania goals as mandated by CDC and the Ministry of Health, Community Development, Gender, Elderly and Children (MoHCDGEC).
Although partnerships will be cultivated by the Country Manager, the Public Health Specialist will be responsible for program activities under each PPP. S/he will draft scopes of works, document and manage project expectations in jointly developed MoU’s and/or scopes of work and work with partners to ensure all functional areas are engaged on each PPP through the project life cycle. S/he liaise with partners in the drafting of project plans to guide program schedules, and will be responsible for project reporting. S/he will then create and maintain a project schedule for each PPP to monitor, activities and progress towards jointly agreed upon performance measures.
The Public Health Specialist will oversee rollout of performance measurement and evaluation methodology in order to document, measure, and share PPP contributions toward accomplishing partnership and PEPFAR goals. S/he will set the direction for target setting and alignment with MER indicators, consolidation of partner performance measure into overall program performance monitoring plan. The Public Health Specialist will manage provide all PPP performance monitoring and evaluation activities to ensure sound design and implementation. S/he will ensure that M&E measurement mechanisms are in place to gather evidence of project contributions towards PEPFAR goals and PPP sustainability and replicability.

- Assist the Country Manager in PPP development, specifically dialogue with partners on the development of work plans, performance management plans, and budgets in alignment with overall PPP goals;
- Manage technical delivery of PPPs, including reviewing / commenting on progress reports;
- Communicate project status, progress, and impact to PPP partners and senior management through established reporting tools;
- Support the Country Manager with the management of relationships with PPP partners, including particularly implementing partners and the private sector;
- Lead development and oversee the execution the overall M&E plan, including methodologies and tools to assess added value to health outcomes;
- Manage M&E related activities throughout all stages from planning and designing to report drafting and results dissemination;
- Work with the Country Manager to identify implementation challenges, capacity-building needs, and any other risks and issues as they emerge;
- Facilitate the rollout of all PPP performance measurement efforts to ensure quality assurance and systematic documentation, measurement, and reporting of results;
- Ensure that PPP M&E plan systematically document and assess PPP results, including demonstrated benefit to public and private stakeholders and target beneficiaries, and evidence for sustainability and replicability;
- Oversee the maintenance of a real-time reporting mechanism to share results with clients and PPP stakeholders.
- 5+ years of experience in the international development field;
- Master's degree in Public Health or other relevant field;
- Experience in managing PPPs;
- Significant experience in capacity building of multiple stakeholders, including host country governments, USG agencies, and private sector;
- Proven ability to collaborate with host country governments to promote country ownership;
- Experience in program management under PEPFAR-funded global health projects, with at least 2 years of experience under CDC-funded programs;
- Good understanding of M&E methodologies, frameworks, and reporting;
- Previous experience working with local staff in PEPFAR countries;
- Excellent organizational, analytical, diplomatic, oral, and written communications skills.
