NETWORK OPERATIONS MANAGER
JOB PURPOSE
The Network Operations Manager would function as a relationship manager between the Commercial Categories, Technical and Managed Service Partners (MSP’s), delivering on signed SLAs. He/she would be accountable for the operations and maintenance of all Network infrastructure, GSM/ WCDMA and other wireless network infrastructure, management of SLAs with service providers for passive and active. He/she would be accountable for planning and managing Network Operation activities, he/she would ensure operational support to the rollout, quality and planning departments, ensuring that all planned implementation in the regions are completed within scope and agreed timelines.Developing and providing reports to evaluate and benchmark Operational productivity.Main Accountabilities
Network Service Assurance- Managing MSP contracts
- Fault events and Trouble ticket management (Front & Back Office)Quality of service (QoS) management Network and service
- TestingService level agreement (SLA) monitoring
Measurable: Network MTTR SLA reports
Operational KPIs & KQIs
- Maintaining current Network infrastructure and ensuring optimal performance by managing MSP’s
- Together with MSP’s
- Evaluating recommended network changes with respect to new tools and technology
- Ensuring implementation of new tools/technology in the production environment by projects and MSP’s
- Responsibility for end to end quality of service for all Network infrastructure and services
- Prioritizing modifications to core systems applications
- Ensure a cultured O&M documentation proces
Measurable: Network availability TCH Availability Power availability All other Subscriber perceived KPIs & KQI
Optimal Resource Management
- Ensuring MSP’s have optimal highly skilled resources
- Ensuring MSP’s perform skill gap analysis and providing staff development programs
- Ensuring effective and inclusive communication by MSP entitiesEnforcing Company policies and procedure
Management of Network OPEX, responsible for
- Budget Forecasting requirements
- Annual MSP budget preparation
- Assist with Budget scheduling
- Analyzing Budget varianceInitiating corrective measures and actions
Measurable: OPEX Budget Tracking reports budget Schedule reports
Provide reports and dashboards to evaluate and benchmark MSP and Regional performance
Measurable: Contractual RSLA compliance reports
QUALIFICATION AND EXPERIENCE
- University degree preferably in Telecommunications / Electronics, Computer Sciences-Engineering or information Technology
- A minimum of 10 years Telecommunications operations support experience, at least 4 years of Middle or Senior level Management.
- Should have adequate knowledge in Network fault management, GSM/WCDMA access and core network management,
IP/MPLS Technology, IN/VAS operations, Wireless Network planning, Infrastructure support , SLA Management with OEMs,
